This consultation proposes changes to Ofgem’s Licence fee cost recovery principles that will allow recovery of Ofgem’s costs relating to set up and operation of the regulatory framework for heat networks.

The decision outcome from the Government consultation on Heat Networks cost recovery in December 2021 was that the principle of recovering costs for Heat Networks regulation would be through the licence fee cost recovery in the initial period of regulation. This consultation proposes that set-up costs incurred in financial year 2024/25 are also recovered in this way.

There are two documents to review as part of this consultation.

We would like views from anyone interested in the licence fee cost recovery principles. However, we particularly welcome views from gas transporters and electricity network operators.
