We want to introduce a requirement for code managers to follow the data best practice guidance under standard licence conditions.
Consultation description
Our Data best practice guidance provides a framework to improve the management, accessibility and sharing of data across different energy systems. It is an important part of our wider digitalisation programme and currently applies to a range of energy sector licensees.
In January 2026, we decided not to go ahead with proposals to expand the guidance through code modifications. Instead, we are consulting on our proposed changes to the Code manager standard licence conditions. This would mean that code managers have to follow the Data best practice guidance as part of their licence.
The proposed changes would also introduce requirements relating to:
- the Digitalisation Strategies Action Plans (DSAP)
- supporting a consistent approach to data and digitalisation across code governance arrangements
We want you to provide feedback on:
- the proposed licence condition
- how it should work alongside wider code manager responsibilities
- whether any support or transitional arrangements are required to support implementation
We are also interested in understanding whether prospective code managers are already applying the Data best practice guidance voluntarily and if there are any barriers to wider adoption.
