We invite stakeholders to provide feedback on our draft guidance for scheme year 16 to 20. This guidance reflects changes to the Warm Home Discount (WHD) reconciliation process, where the cost recovery mechanism is moving from fixed standing charges to unit rates.

We particularly welcome responses from obligated suppliers for the Warm Home Discount scheme.
Background
The Warm Home Discount (WHD) Reconciliation regulations 2022 have been amended in line with the decisions outlined in the government response to the consultation on moving Warm Home Discount costs from 2026 to 2031. The purpose is to align participating suppliers’ contributions to households’ actual energy consumption,
Our proposed new guidance document reflects the changes introduced via the Warm Home Discount Warm Home Discount Reconciliation (Amendment) Regulation 2026.
Please note this guidance covers reconciliation for scheme year 16 to 20 only. For reconciliation related to scheme year 15, please see Version 2 of the guidance.
