Following the consultation and government response on expanding the Warm Home Discount (WHD) in 2025 to 2026, we have reviewed our guidance on the WHD in England & Wales and Scotland. We invite stakeholders to find out what has changed and provide comment.

We particularly welcome responses from obligated suppliers.

Background

The WHD Regulations will be amended in line with the decisions reached in the government response to the consultation on expanding WHD in 2025 to 2026. Our proposed new guidance documents reflect the amendment to the Regulations in England & Wales and Scotland. They also provide additional clarity on the administration of the WHD and make minor corrections and changes to current guidance.

We have published this document on a draft-for-comment basis to seek views on its clarity and formatting.

On that basis, we are seeking feedback on the following questions: 

  1. Is the draft guidance easy to read and understand? Are there any sections which could be better explained?
  2. Is the draft guidance clear and easy to use?
  3. Are there any sections of the draft guidance which are ambiguous?

We would also be interested in any general comments or feedback on the guidance.

If you wish to submit any feedback, please send your response to WHD@ofgem.gov.uk by 25 July 2025. We will consider all responses before publishing final versions of the new supplier guidance.

Please note that these documents are published on a draft basis and should not be followed until finalised guidance documents are published in due course. We propose that finalised guidance will apply from its publication date.
