Outcome of proposed changes to Balancing and Settlement Code, P511 Eligibility Boundaries for Generation Participation in P415.

Details of outcome 

We have decided to approve Balancing and Settlement Code (BSC) modification proposal P511. This will introduce revised eligibility criteria for participation under the arrangements established by P415.

Code modification description 

P511 was raised by Axle Energy on 18 March 2026. On the same date, the BSC Panel unanimously recommended P511 be treated as urgent. We approved the BSC Panel’s urgency request on 31 March 2026.  

Axle Energy had noted a risk whereby certain generation assets could receive double remuneration if they sell electricity through Virtual Trading Parties (VTPs). In addition, actions taken by VTPs trigger mutualised compensation, which led to a risk that these actions were increasing costs for consumers. There were also concerns from Axle Energy that this activity does not align with the original policy intent of P415. 

P511 will introduce revised eligibility criteria for participation under the arrangements established by P415. This letter sets out more detail on the eligibility criteria and our reasons for approving P511.
