The Authority directs that modification proposal BSC P508: Removal of TERRE references from the BSC be made.

Authority Decision will be made after 21 June 2026, therefore, the implementation date will be 29 October 2026, as part of the standard October 2026 BSC Release.
Code modification description
The National Energy System Operator (NESO) raised BSC modification P508 to remove provisions in the BSC that reference the Trans-European Replacement Reserve Exchange (TERRE). These provisions are now redundant following the UK’s departure from the EU and the cessation of operations on the LIBRA platform, the TERRE software, on 31 December 2025.
The modification removes redundant TERRE references from BSC Sections H, N, Q, S-2, S-3, T and V, and related references from the BSC governance rules and glossary sections X-1 and X-2. The BSC Panel recommended approval of P508, concluding that it better facilitates BSC Objective (d) by improving the efficiency of administering the Code through the removal of redundant text.
The Panel also agreed that P508 impacts the EBGL Article 18 terms and conditions held within the BSC, but is neutral against the EBGL objectives.
