P441 Balancing and Settlement Code (BSC) and R0268 Retail Energy code (REC) send back decision letters

Details of outcome 

We have decided that we are unable to form an opinion on R0268 and P441 based on the FCR submitted for R0268 along with FMR for P441 as submitted to us and are therefore sending the proposal back for further work.  

The scope of this further work is limited to the alignment of the decision and implementation timetables with Balancing and Settlement Code (BSC) modification P441 and Distribution Connection and Use of System Agreement (DCUSA) modification DCP424.

Code modification description 

P441 was raised under the BSC following recommendations arising from BSC Issue 883, which considered the treatment of Complex Sites4 and proposed the introduction of defined Complex Site Classes. 

R0268 and DCUSA modification DCP4246 have been developed as consequential modifications to support the implementation of P441. Together, these modifications seek to align the relevant industry codes with the new Complex Site framework proposed under the BSC. 

P441 introduces a set of defined Complex Site Classes (1-6) and seeks to provide greater clarity regarding the circumstances in which Import and Export volumes may be netted for settlement purposes across multiple Metering Systems. The modification is intended to establish a more standardised framework for the treatment of Complex Sites within the BSC.  

R0268 proposes consequential changes to the REC to support the operation of these new Complex Site Classes. It introduces amendments to Schedule 14 (Metering Operations) to facilitate the identification and administration of Complex Site arrangements under the REC framework.
