The government is extending the Energy Companies Obligation (ECO) through a new obligation period from April 2015 to March 2017 (termed ‘ECO2’). This ECO 2015-2017 (ECO2): Guidance note on specific HHCRO requirements provides information on how we will administer distinct areas of policy relevant to the Home Heating Cost Reduction Obligation (HHCRO) for ECO2. These areas are:

  • demonstrating whether a premises is non-gas fuelled;
  • qualifying warranties for boiler replacements; and
  • warranties for electric storage heater replacements.

Appendix 1 of the guidance note provides information on surplus actions for ECO2.

The information in this guidance note will be incorporated into the relevant sections of the final ECO2 guidance, which will be published in March 2015. We are publishing this ahead of guidance on the other changes in ECO2 because some of these requirements will affect certain measures delivered under ECO1 from 1 January 2015 onwards, if they are to be credited towards a supplier’s ECO2 HHCRO as surplus actions.

The publication of this guidance note follows our consultation on specific HHCRO requirements as set out in The Electricity and Gas (Energy Company Obligation) Order 2014, which came into force on 5 December 2014.

This guidance is additional and applies to ECO2 and surplus actions. For ECO1, suppliers should continue to refer to the ECO: Guidance for Suppliers (version 1.2), which is available on our website.
