We want to get feedback on our proposed approach to implementing the energy industry code governance reforms set out in the Energy Act 2023.

The Act gives us new functions to set the direction for the electricity and gas industry codes. We will license code managers, who will be responsible for the governance of the codes. Under this new code governance framework, code managers will be responsible for making sure that the codes develop in line with our strategic priorities.

These reforms will mean that the codes can be changed more quickly and respond to changes in the energy market. They will also help towards the UK government’s ambition and achievement of net zero.

Who should respond

We want to hear views and feedback from anyone who has an interest in the reform, but specifically people who work in the energy sectors:

  • distribution networks
  • generation and wholesale market
  • supply and retail market
  • transmission networks
  • offshore transmission networks

How to respond

You can tell us your views about how we should implement code governance reform by answering the questions in the consultation document. A response form is provided with the consultation. Send the form by email to industrycodes@ofgem.gov.uk by 23 April 2024.

Join the modification process workgroup

We are also setting up a workgroup to help us develop a code modification process that incorporates the roles and responsibilities introduced by the reform. If you would like to volunteer to join this workgroup, please email industrycodes@ofgem.gov.uk by Monday 4 March 2024.
