Outcome of our decision on DCP439 (Backdating of Charges) which proposed to change DCUSA backdating practices to align with Market Wide Half-Hourly Settlement (MHHS) arrangements.

Details of outcome

We have decided to reject DCUSA Change Proposal DCP439, which would have changed backdating practices in DCUSA, reducing the correction window from six years to 14 months pre-MHHS and 4 months post-MHHS.

Code modification description

DCP439 change was proposed by Eastern Power Networks on 14 March 2024 with the aim of improving administrative efficiency. It would have changed DCUSA backdating practices to align with Market Wide Half-Hourly Settlement (MHHS), and in doing so reduced the correction window from six years to 14 months pre-MHHS and 4 months post-MHHS. We have considered the change reports and workgroup discussions and have concerns about consumer impacts and reduced cost-reflectivity. The Authority does not consider the proposal to improve upon the existing arrangements and has rejected the proposal.
