Code modification description
CMP447 was proposed by the National Energy System Operator (‘NESO’) on 17 January 2025 to address a defect in the CUSC User Commitment framework. The proposal was treated as urgent due to its significant commercial impact and the need for certainty in charges for developers, with urgency approved by Ofgem on 12 June 2025.
Under the existing rules, generators were required to post financial securities for strategic transmission works that had already received regulatory approval and would proceed irrespective of their connection. This created unnecessary financial burdens and barriers to entry for new generation projects. The modification aims to remove these requirements, aligning liabilities with actual risk and facilitating the connection of renewable projects.
