This letter sets out our proposed efficient costs for SHE Transmission’s Caithness Moray transmission project in northern Scotland. We propose this is £1,062.3 million – we don’t think the project cost of £1,236.2 million SHE Transmission proposed is justified on the evidence presented. This letter includes:
- Consultation questions
- Background on the Caithness Moray project and our July needs case decision
- Summary of our project assessment and our proposed efficient costs
- Proposal to update SHE Transmission’s revenue forecast in January 2015 instead of November 2014 so that the efficient costs for this project are incorporated into the company’s 2015/16 revenues
- Next steps, including how to respond to this consultation.
