Outcome of proposed changes to Uniform Network Code (UNC) 0920 Planning and Advanced Reservation of Capacity Agreement (PARCA) Security Amount.
Details of outcome
We have decided to approve modification proposal UNC 0920. This will revise the methodology used to calculate the Total PARCA Security Amount.

The changes will be implemented from 1 December 2026.
Code modification description
UNC 0920 introduces a change to the methodology for calculating Total PARCA Security Amount. This replaces the current methodology which uses a Weighted Average Price (WAP) based on all National Transmission System (NTS) Entry or Exit Points. This modification was raised by National Gas Transmission (NGT) following UNC 0901R. The review concluded that the current methodology had resulted in the Total PARCA Security Amount to be disproportionately high in some instances.
UNC 0920 will change the Total PARCA Security Amount methodology in the UNC Transportation Principal Document (TPD) Y to be based on the cost reflectivity of the proposed PARCA solution. This aims to reduce undue barriers to entry for prospective applicants whilst retaining appropriate protections. TPD Y changes are accompanied by amendments to NGT’s Statement for Gas Transmission Connection Charging, including banded security amounts based on NTS data, annual indexation and regular review.
