Response to ECO2 consultation on Technical and Score Monitoring

On 13 September 2016 we published a consultation on a number of proposed changes to how we implement technical and score monitoring under ECO. These proposed changes would take effect from 1 April 2017.

Our consultation closed on 11 October 2016. We received 25 responses, all of which have been published on the original consultation page. 

Implementation

The proposed changes to technical and score monitoring will take effect from 1 April 2017. A number of the proposed changes depend on government amendments to the ECO legislation which may introduce deemed scores. The government may decide not to introduce deemed scores. Our consultation response makes clear which proposals in our consultation depend on the introduction of deemed scores.

The document below is our consultation response. We intend to publish the technical and score monitoring question set to be used from 1 April 2017 shortly.

Please note that the wording of our proposed monitoring questions in this response may be subject to minor textual changes. Stakeholders should refer to the list of monitoring questions, which will be published shortly, for the definitive version of monitoring questions.

Update 19 December 2016

We have published the technical and score monitoring question set to be used from 1 April 2017. 

Please note that contrary to our consultation response, we have decided not to alter technical monitoring questions CWI.5 and EWI.2. We changed our decision on this, following conversations with the Association for Technical Monitoring Agents and the Department for Business, Energy and Industrial Strategy on the feasibility of implementing the proposed questions.

Stakeholders should refer to the list of monitoring questions below as the definitive version of the questions that will be used from 1 April 2017.

Update 10 January 2017

The ECO2 Technical and Score Monitoring question set was updated on 10 January 2017 to correct a small mistake with TM question RIRI.7. The earlier version of the question set incorrectly suggested that the question only applied to RIRI measures where the residual areas had been installed as part of the ECO measure. The wording has now been changed to affirm that the question applies to all RIRI measures.

Update 07 February 2017

As a result of a change in the deemed scores requirement for heating control measures, we have updated question SMQ.12 to verify that the heating controls encompass TRVs on all radiators except those in the same room as the thermostat. In the previous version of the question, the TRVs only covered 50% of all radiators in a property. The Score Monitoring question is now aligned with the deemed scores requirements.

Update 28 March 2017

It has come to our attention that building regulations specify all radiators accept those in the room containing the thermostat require Thermostatic Radiator Valves (TRV's). We previously updated question SMQ.12 to verify that the heating controls encompass TRVs on all radiators except those in the same room as the thermostat. We have now updated NB.6 with the same wording.

We have also updated BR.1 and NB.1. Building regulations specify that any internal pipework connecting a boiler to a heating system does not need to be insulated where it runs in a heated space. We have therefore updated the wording to these questions to reflect that it is only necessary for internal pipework to be insulated where it passes through an unheated space within the building envelope.
