In June 2020, we issued an open letter on our proposed changes to the model set out in Annex 5. We have now considered stakeholders’ responses and are publishing our decision.
This decision sets out our changes to the model set out in Annex 5 to standard licence condition (SLC) 28AD of the electricity and gas supply licences. We have added new input rows for PPM non-pass-through SMNCC and changed our source of SMETS2 meter volumes from the original non-pass-through model to the relevant non-pass-through SMNCC model that will apply to the upcoming cap period that we are calculating the communications hubs fixed charge element of DCC charges for.
