Decision on Design Advisory Board

Decision

In the Market-wide Half-hourly Settlement Significant Code Review (SCR) Launch Statement we set out our proposed arrangements for the development the Target Operating Model and the governance structure that we intend to use for decision-making. This model proposes that the detailed design work for the Target Operating Model be undertaken by an ELEXON-led Design Working Group. To assist the Ofgem Senior Responsible Owner decide on options developed by the Design Working Group, a Design Advisory Board, chaired by Ofgem, has been set up. It will review the progress of the TOM design work at key stages and provide strategic advice to the Ofgem Senior Responsible Owner to assist in the final decision.

Since the SCR Launch in July Ofgem has been engaging with potential candidates for the Design Advisory Board.

We have considered a wide range of candidates and decided to appoint the following people to be members of the Design Advisory Board.

  • Stew Horne (Citizens Advice)
  • Chris King (Siemens)
  • Graham Oakes (Upside Energy)
  • Professor Catherine Mitchell (Exeter University)
  • Judith Ward (Sustainability First)
  • Senior representative, BEIS smart energy team* (BEIS)

We look forward to working with the appointed Design Advisory Board members in the development of the Target Operating Model for Market-wide Half-hourly Settlement. The first meeting of the Design Advisory Board will be on the 14 November 2017.

We would like to remind unsuccessful candidates that attending the Design Advisory Board is not the only way to participate. Consultation on the Target Operating Model options will take place at key stages and we will maintain regular contact with stakeholders throughout the duration of the TOM design work via a range of communication channels such as monthly teleconference calls, updates and where requested, individual stakeholder meetings.
