Sandbox support
Includes guidance, consultations and advice on testing innovative energy ideas.
A sandbox is an opportunity to test new products, services and business models.
Energy regulation sandbox
What is a regulatory sandbox?
The energy regulation sandbox can help organisations trial or bring to market new products, services, business models and methodologies without some of the usual rules applying.
For trials, we can provide:
- guidance
- comfort (shared risk)
- time-limited derogations (relief) from specific rules
For market entry, we can:
- confirm (not endorse) that we can permit an activity
- potentially remove a rule blocking an innovation by putting a derogation in place
The energy regulation sandbox guidance includes details of:
- who can get support
- how to apply
- what you need to apply
How to apply
To apply, you will need to:
- have a proposition that is mature enough to trial
- set out what support you need from us
- be ready to progress within a reasonable timeframe
Please contact us with your questions before applying for a sandbox, so that you have all the information you need.

Future regulation sandbox
We are planning to launch a future regulation sandbox, which is in development.
It will be a policy instrument to test and trial changes to the energy rulebook before making them. This sandbox will offer a more strategic and policy-driven approach.
