Direction to National Grid Electricity System Operator in relation to revisions to its C16 Statements required due to introduction of the Demand Flexibility Service

In accordance with Standard Condition C16 of its Electricity Transmission Licence, the Electricity System Operator (“ESO”) has conducted a review of its C16 licence statements, proposing updates in line with the required treatment of a new balancing service, the Demand Flexibility Service, introduced for winter 2022/2023. Following consultation, the ESO submitted to the Authority a report detailing the proposed updates and responses to their consultation.
This letter provides a direction for the updated statements to become active as of 1 working day following the date of this decision. We have also decided not to use our power under Standard Licence Condition C16(9)(b)(ii) to veto the changes proposed by the ESO relating to the addition of the DFS to the C16 statements.
