Decision to provide Direction to National Grid Electricity System Operator Limited pursuant to Standard Licence Condition C16.9.(a)(ii)

National Grid Electricity System Operator ('NGESO') intends to introduce two new balancing services to help manage the system during winter 2022/23. In line with the requirements of their C16 licence condition, they ran a consultation from 8 August 2022 to 5 September 2022, seeking industry views on proposals to modify their Procurement Guidelines Statement, Balancing Principles Statement, Applicable Balancing Services Volume Data Methodology Statement, and System Management Action Flagging Methodology Statement.



Following the consultation, NGESO submitted a report to us on their proposed changes. They were unable to provide a consolidated set of proposed changes at this stage. NGESO have indicated that they will go out for further consultation to confirm certain aspects of the products for inclusion in the documents covered by the C16 licence condition, including the four documents mentioned above and, additionally, their Balancing Services Adjustment Data Methodology Statement.



Under the C16 licence condition, NGESO must consult 'for a period not less than 28 days'. However, we recognise that NGESO has previously consulted on the major aspects of these changes previously, and it is in the interest of all parties to have appropriately detailed documentation for clarity and transparency around how NGESO is planning to balance the system. This decision letter provides the ESO a direction to deviate from the minimum 28 day period for consultation, instead allowing a consultation period of 14 days for this consultation.
