Consultation description
We are consulting on the details of the draft Competitively Appointed Transmission Owner (CATO) licence that will apply to successful bidders in an onshore electricity transmission early competition tender. The licence gives effect to our previous decision on the CATO commercial model and other related CATO policy decisions.
We are also consulting on a draft CATO guidance document that accompanies the CATO licence and provides further information on the operation of the licences and the various process contained within the CATO framework.
Who should respond
Potential CATO participants, wider industry stakeholders, incumbent Transmission Owners, the National Energy System Operator and other interested stakeholders.
