An independent panel chair has been appointed to chair the ESO Performance Panel for the ESO’s RIIO-2 incentive framework. The ESO Performance panel plays an important role in the incentives framework, providing regular feedback on the ESO’s performance. The panel is composed of a mix of independent experts and industry trade associations, and was previously chaired by Ofgem. The appointed independent chair going forward will be Joanna Butlin.
Jo has a deep and detailed knowledge of UK energy policy, regulation and markets. Since 2020, she’s been an independent panel member on the ESO Performance Panel.
The Performance Panel chair will provide Ofgem with their views on a financial outcome at the end of the scheme. We believe engaging the Performance Panel chair as part of the incentives decisions will help build additional transparency and confidence in the scheme.
