This open letter discusses the scope of the Transmission Constraint Licence Condition (condition 20A of the generation licence) as it applies to generation licensees which – were they to have a bid accepted in the Balancing Mechanism during a transmission constraint period – would import power from the transmission system. It is of particular relevance to storage providers.
