The Switching Programme Procurement Framework sets out the framework for DCC’s role in procuring the Centralised Registration Service (CRS). It comprises of two letters, exchanged between Ofgem and DCC.

The Ofgem letter that explains the high-level approach to procurement over the Switching Programme and considerations that Ofgem thinks are appropriate for DCC to take into account when meeting its licence obligations (specifically regarding the procurement process, governance, transparency, services procured and lifecycle). The Ofgem letter also sets out the governance and assurance framework for subsequent procurement stages. DCC’s response letter provides high-level information about how DCC expects to carry out the procurement activity (specifically regarding DCC’s procurement methodology, procurement sourcing approaches and contract structure).

An external assurance report has confirmed that the Procurement Framework provides a sound basis for developing the next stage procurement products and providing a view on the likely processes to be followed. The Procurement Framework has been approved by DCC’s Switching Board and the Ofgem SRO.
