The Stakeholder Engagement (and Consumer Vulnerability) Incentive is intended to encourage network companies to engage effectively with a wide range of stakeholders to inform how they plan and run their businesses. This page holds information in relation to the 2019-20 Stakeholder Engagement (and Consumer Vulnerability) Incentive.

Tom is deputy director for Wholesale Markets at Ofgem. His role covers gas and electricity security of supply policy, trading arrangements, competition and oversight of the EMR delivery body.

Tom has worked at Ofgem for over 10 years and worked in number of roles working on wholesale market issues. Most recently, he headed up the Market Intelligence and Oversight team, overseeing Ofgem’s first REMIT finding.

Tom joined the civil service fast stream in 2002 and has worked in several government departments including HMT, Defra and DECC. Tom is an economist by education and training, and has an MSc from Nottingham University.

Angela is Director of Future Markets and Engagement at ELEXON, and has more than 25 years of experience in the UK/EU electricity and gas sector, with a particular focus on communication, policy, safety and vulnerable customers. Having started her career at Scottish Power, Angela spent 15 years in a variety of commercial and finance roles, latterly as UK Strategy and External Affairs Manager (Retail, Renewables, Generation and Trading).

On leaving Scottish Power, Angela became an independent strategic energy market advisor and was concurrently Director of Gas, Communications and European Affairs at the Energy Networks Association trade association. Angela has chaired and led a number of significant industry developments and projects. She became an inaugural Trustee of the Gas Safe Charity in 2009 (linked to the Gas Safe Register) and still serves on the Board today. She was previously Chair of the Gas Forum trade association (representing gas Shipper/Suppliers), Vice Chair of the Gas Industry Safety Group, Trustee of the Gas Safety Trust and the Scottish Power Energy People (fuel poverty) Trust.

In addition Angela chaired the Communication Sub-group of the DECC Energy Emergencies Committee (linked to Cobra) and was instrumental in setting up the Energy Suppliers’ Home Heat Helpline initiative through the Energy Retail Association. She also held the role of Green Deal Programme Director for Ascertiva Group (the commercial arm of Electrical Safety First), attaining one of the first accreditations as a Green Deal Certification Body.

Marieke’s career in Scotland spans over 25 years in the public and voluntary sector in a wide range of roles, including Director of Consumer Focus Scotland and positions in the Scottish Government, Office of the Scottish Charity Regulator, Shelter Scotland and Citizens Advice Scotland.

Marieke brings expertise in corporate governance, regulation, legal services and in the management of organisational change, and has experience of representing the consumer interest in a range of fields.

Marieke is currently a non-executive member of the board of Scottish Fire and Rescue Service, the Scottish Legal Aid Board and of Food Standards Scotland.

Ashleye is an independent consumer policy consultant specialising in competition, customer satisfaction and stakeholder engagement in regulated consumer markets. She brings over 25 years of consumer behaviour, policy and research expertise.

She provides in depth insight into consumer behaviour and the factors necessary to achieve the engaged consumers essential for truly successful markets. She has a record of delivering influential investigations and policy solutions in sectors from energy and financial services to telecoms, food and consumer rights.

Ashleye was previously Policy Programme Director at Which? and prior to this had an award-winning career as an advertising strategist.

Steve has over 30 years senior management experience across the energy, telecommunications and facilities management sectors with a record of success in public policy formulation, strategy development, regulatory management, marketing and communications. Over the last 20 years he has focused on developing and embedding responsible and sustainable business principles at EDF Energy, Vodafone and ISS.

Steve is a Trustee Board Member of the environmental charity, Trees for Cities, and a Board Member of the Mental Health Foundation and also Chair of its Fundraising and Communications Committee. He was previously Chair of Audit at Soha Housing.

He was awarded a ‘Responsible Business Game Changer Award’ by Business in the Community for his individual contribution to advancing the responsible business movement. Steve is currently studying for a PhD in Corporate Social Responsibility at Oxford Brookes University.
