We are approving GSR015 (Normal Infeed Loss Risk), which makes changes to the SQSS to remove ambiguity in the definitions that set out how National Grid must handle potential losses of power, and ensure that it maintains the frequency of the transmission network within safe boundaries. The SQSS panel considers that one of the definitions could be interpreted so that National Grid as System Operator (SO) would have to more securely handle current potential power losses. This would require the SO to procure additional balancing services known as frequency response, without any benefit, as the risk and size of these power losses hasn’t changed. GSR015 tidies up this ambiguity and ensures that the SO only procures an efficient level of frequency response.
