This document contains an update on our approach to the Offshore Transmission Owner (OFTO) build option under the tendering regime for granting offshore transmission licences. We are introducing an extended OFTO build framework which incorporates a range of additional potential OFTO build tender options. The framework is intended to provide flexibility to respond to both the current and future requirements of offshore generators and to adapt to specific project characteristics.  Through the extended framework we will ensure that we continue to meet our objectives for the offshore transmission regime of:

  • delivering transmission infrastructure to connect offshore generation
  • providing certainty and best value to consumers through the competitive process
  • attracting new entrants to the sector.

We published this policy update to provide clarity on the future arrangements for OFTO build and to engage with stakeholders about future projects that may be tendered under an OFTO build option. We gathered initial feedback from stakeholders through meetings and in writing. We have published the written feedback we received from stakeholders on this webpage.

We are revising the current tender regulations to enable the OFTO build framework and we are continuing to develop guidance on “EPC” principles for OFTO build.
