Ofgem asked Ipsos MORI to use the first half of the third and final wave of the 2013 Consumer First Panel to examine consumer views on different approaches to regulating the ways suppliers deal with their customers, through the Guaranteed Standards of Performance and the Overall Standards of Performance. The discussions focussed on the extent to which consumers value target driven regulation in the context of newly introduced principles-based regulation. Research events with 93 Panellists were conducted in six locations across Great Britain between the 16th and 26th September 2013.
