The direction was issued in response to the CMA’s findings of adverse effects on competition arising because of an overarching feature of weak customer response. The trial was designed to prompt engagement amongst default tariff consumers who have not recently switched energy supplier or tariff.

The Cheaper Market Offer Communication (CMOC) trial was designed to build on the success of the Cheaper Market Offers Letter trial (CMOL). Five suppliers participated and sent a communication alerting customers to cheaper tariffs on the market that matched their customers’ individual meter type and payment preference. Evidence was collected on the effectiveness of different variations of the CMOC compared to a control group who received no CMOC. The direction provided a framework for the collaborative work of the Supplier and the Authority in implementing the trial.
