This document outlines our decision to apply the Competition Proxy model to the Hinkley-Seabank connection project, following our minded-to consultation in January 2018, further discussion with National Grid Electricity Transmission and the other transmission owners, and additional analysis from ourselves and independent consultants.
It also sets out the areas where we have made changes to the methodology of the Competition Proxy model, following the January 2018 consultation, as well as more detail on the regulatory arrangements that will underpin the Competition Proxy model.
