The regulatory regime for offshore electricity transmission enables the Authority to grant OFTO Licences on the basis of a competitive tender process. This document sets out guidance on the Transfer Agreement to be prepared by Developers of Qualifying Projects in TR3, which is the first competitive Tender Round under the Enduring Regime leading to the grant of OFTO Licences for Generator Build projects.
