Gas Transmission Charging Review – stakeholder update

Tue 14 October, 15h-17h Ofgem Millbank

Over the summer, together with industry and CEPA/TPA consultants, we have developed a model to better understand the impacts of potential changes to gas transmission charging arrangements. Specifically,

  • Introducing “fully floating” capacity charges for QSEC bookings;
  • Reducing the level of discounts applied to short-term capacity products;
  • Adjusting the payable price on QSEC bookings to take account of inflation.

We would like to update stakeholders on the progress we’ve made so far and next steps. To give you a flavour of the agenda: we’ll share preliminary results from our first model runs. We will give you a flavour of what our IA will cover, including how we’ll approach quantitative and qualitative assessment.  At the below links you should find useful background information for the event.

List of documents

  • Minutes and documents of GTCR technical working groups on the GTCR website
  • Gas Forum report on technical working groups
  • On request: we are happy to share the initial GTCR model with you. Please email us to receive your copy.

Please note that:

  • Users will have to input their own wholesale price data.
  • For any questions, you’ll be able to refer to the consultants’ model guide and report which we will provide.
  • The model and user guide was developed by consultants, and while we now own the model and have permission to share it, we are not accountable for any of its results, or any changes a user decides to make to the model.
  • We’d like to reiterate that the model is an important input into the forthcoming GTCR IA, but our final decision will be made with due consideration of other relevant factors and wider context.
