This Working Paper updates stakeholders on our latest thinking for the future electricity SO regulatory framework and incentives scheme. It includes a draft high-level framework for the SO, built around the four roles that we proposed in our consultations earlier this year, and explains our expectations for how the SO may fulfil these roles and comply with its licence obligations.
