Decision

We are formally consulting on introducing the Fuel Poor Network Extension Scheme (FPNES) Incentive Mechanism.

We recently reviewed the FPNES to make sure it is aligned with wider government fuel poor policy and delivers maximum benefits for fuel poor consumers. As part of this review, we increased the targets placed on the Gas Distribution Networks (GDNs) to connect fuel poor consumers to the gas network during the RIIO-GD1 price control period.

The FPNES Incentive Mechanism will incentivise the GDNs to exceed these targets and connect more eligible fuel poor households. It will allow the GDNs to retain some of the costs they incur when connecting additional eligible households above the targets we have set. The Incentive Mechanism can also penalise the GDNs if they fail to meet the connection targets.
