On 11 October 2019 we published a consultation seeking stakeholder views on our proposed administrative changes to our methodologies for calculating electricity and gas supply volumes. Our consultation closed on 8 November 2019 and we received 5 responses. The document below is our consultation response which set out our position on 16 December 2019.

Please note, for guidance on calculating electricity and gas supply volumes do not use the consultation response document, please use Chapter 3 of the ECO3 Guidance: Supplier Administration.  Following further feedback from suppliers after our decision document was published, we decided to allow the use of both D0296 ‘Supplier BM Unit Report’ and the D0030 ‘Aggregated DUos Report’. This is an expansion on the approach listed in our decision document below. We have also updated the information on the settlement runs that should be used when notifying electricity supply. We have changed the June settlement run from R3 (as specified in the decision document) to R2.

Next steps

The approach outlined in our ECO3 Guidance: Supplier Administration will be used for phases 3 and 4 of ECO3. Obligated suppliers must notify us of the following by 1 February 2020:

  • The number of its domestic customers on 31 December 2019, and
  • The amount of gas or electricity (as applicable) supplied to its domestic customers during the relevant qualification year.
