This document sets out Ofgems proposals for the reform of arrangements for customer transfers in the domestic and industrial and commercial electricity and gas markets, where customers are in debt. The overall objective of reform is the removal of barriers to competition, thus enabling customers to exercise choice of supplier more easily.
