This letter outlines our proposed changes to the model set out in Annex 5 to standard licence condition (SLC) 28AD of the electricity and gas supply licences to add new input rows for PPM non-pass-through SMNCC and clarify the source of SMETS2 meter volumes used to determine the communications hubs fixed charge element of DCC charges.
