In their response to the Permit termination consultation on the 22 December 2014, National Grid Gas Transmission (NGGT) proposed “to apply the spirit of PARCA arrangements to the March 2015 QSEC”. NGGT’s licence changes to introduce PARCAs will be in force when the auction invitation is issued, however the changes to the Capacity Methodology Statements may still be in progress. In this open letter we agree with NGGT's approach to apply PARCA arrangements to the March 2015 QSEC auction and so consequently not offer funded incremental capacity.
