Our Electricity Capacity Assessment report aims to illustrate the risks to electricity security of supply in Great Britain (GB) over the next five years. The 2013 report highlighted that the risks to security of supply are increasing faster over the coming years than was previously expected. It is not designed to calculate how much capacity to procure to reach a particular standard of reliability, but rather to inform government and Ofgem’s decisions with regard to electricity security of supply.
The analysis presented in the 2013 report used a Reference Scenario as well as a range of sensitivities around interconnector flows, generation capacity (new build, closures and mothballed plant) and demand. These sensitivities are used to represent the uncertainty of the future outlook and should be analysed in conjunction with the Reference Scenario. The policy environment and the outlook for security of supply has continued to evolve. However, we consider that the general methodology used in 2013 remains fit for purpose and valid for the period of analysis of the 2014 report. This is separate to the assumptions applied to the methodology, which we re-examine each year to ensure they are based on the most up to date information available at the time.
We welcomed views on the validity of the general approach for assessing the risks to electricity security of supply for our 2014 report. We are also sought feedback on how best to represent the uncertainty of the outlook.
