Stakeholder Engagement Panel 2021-22

Stuart is the Deputy Director for Offshore Network Regulation at Ofgem. Stuart is responsible for Ofgem’s work on offshore wind connections and interconnectors, including delivery through our existing frameworks and our future regulatory policy and strategy.

His role covers offshore coordination, the OFTO tender regime and the interconnector cap and floor regime. Stuart joined Ofgem in 2011 and has spent his career to date in a number of roles across energy markets and networks. He is also currently, Ofgem’s representative at the Council for European Energy Regulators (CEER) electricity working group.

Ashleye is an independent consumer policy consultant and panel member specialising in competition, consumer behaviour and stakeholder engagement in regulated sectors. She has a keen interest in the factors that drive successful delivery for consumers and the companies that serve them best. 

Ashleye is currently a Competition & Markets Authority Panel Member, a member of UK Power Networks Customer Engagement Group for RIIO-2 and of Scottish Power Transmission’s User Group for T2. 

She was previously the Policy Programme Director at Which? and prior to this, had an award-winning career as an advertising strategist.

Claire is a professional social research and policy analyst with over twenty years’ experience in understanding consumers’ behaviour, access to and outcomes from a diverse range of regulated and unregulated markets including aviation, financial services, energy, retail, and advertising. She brings expertise in relation to vulnerable consumers and has worked extensively with regulators and firms to develop and embed vulnerability strategies and service inclusivity. 

Claire holds a range of non-executive positions, including membership of the CMA Panel, the WATRS Panel, the Finance and Leasing Association Lending Code Board and the Pay.UK End User Advisory Council. She is also Deputy Chair (South) of the SGN Customer Engagement Group. Previous roles include Head of Research at the Welsh Consumer Council and Deputy Director of Policy at the National Consumer Council.

Angela is Director of Future Markets and Engagement at ELEXON and has more than 25 years of experience in the UK/EU electricity and gas sector, with a particular focus on communication, policy, safety, and vulnerable customers. Having started her career at Scottish Power, Angela spent 15 years in a variety of commercial and finance roles, latterly as UK Strategy and External Affairs Manager (Retail, Renewables, Generation and Trading).

On leaving Scottish Power, Angela became an independent strategic energy market advisor and was concurrently Director of Gas, Communications and European Affairs at the Energy Networks Association trade association. Angela has chaired and led a number of significant industry developments and projects.  She became an inaugural Trustee of the Gas Safe Charity in 2009 (linked to the Gas Safe Register) and still serves on the Board today. She was previously Chair of the Gas Forum trade association (representing gas Shipper/Suppliers), Vice Chair of the Gas Industry Safety Group, Trustee of the Gas Safety Trust, and the Scottish Power Energy People (fuel poverty) Trust.

In addition, Angela chaired the Communication Sub-group of the DECC Energy Emergencies Committee (linked to Cobra) and was instrumental in setting up the Energy Suppliers’ Home Heat Helpline initiative through the Energy Retail Association. She also held the role of Green Deal Programme Director for Ascertiva Group (the commercial arm of Electrical Safety First), attaining one of the first accreditations as a Green Deal Certification Body.

Mark Copley is an independent consultant specialising in energy policy and regulation. Mark has two decades of experience of working at senior level across British and European energy markets. Mark is currently the CEO of the European Federation of Energy Traders where he focusses on issues regarding the design of international energy markets.

Mark was previously with BEIS where he played a central role in negotiating the energy elements of the recently concluded EU-UK Trade and Cooperation Agreement. Prior to this he represented Ofgem on the Boards of the European regulatory bodies, CEER and ACER, and led teams responsible for wholesale gas and electricity markets and security of supply. During this time he chaired the SECV/SEI Panel for three year.

Earlier in his career he spent four years in Brussels working with the European Network of Transmission System Operators for Electricity (ENTSO-E), including as consultation manager where he managed engagement with a broad range of stakeholders, and spent four years with CEPA, an economic consultancy. Mark holds an undergraduate degree in Economics from the University of Exeter and a master’s degree in Economic Regulation and Competition Policy from City University, London.
