This decision allows Elexon to more flexibly split Balancing and Settlement Code (BSC) Agent services and to put in place appropriate contracts for the delivery of Market-Wide Half-Hourly Settlement (MHHS).
Background
On 9 October 2024, Ofgem rejected BSC modification proposal P471 'Amendment to BSC Section E to allow more flexibility in procurement of BSC Agents'. Following this rejection, P482 was raised as an alternative solution.
Our decision
After considering the issues raised by the modification proposal, the Final Modification Report and all consultation responses, our decision is to approve BSC Code Modification P482. We agree with the BSC Panel that this modification proposal will better facilitate Balancing and Settlement Code objective (d) and will have a neutral impact on the other applicable objectives.
