This document sets out Ofgem’s decision on compliance by Mersey Reactive Power Limited with the requirements of the Electricity Act 1989 for transmission system operators to unbundle from generation, production and supply undertakings. The Authority has assessed that the new ownership arrangements under Downing Renewables & Infrastructure Trust PLC meet the five tests for unbundling certification in section 10F of the Electricity Act 1989.
