The charts below provide an overview of the Energy Company Obligation (ECO) for ECO3 approved measures. We are also now able to report on volumes of both projects and measures submitted under ECO4.
ECO3 commenced on 03 December 2018 and ran to 31 March 2022. Measures that met the scheme criteria were delivered from 01 October 2018. Suppliers had to notify us of any measures installed between 01 October 2018 and 03 December 2018 by the end of February 2019. Any measures completed on or after 03 December 2018 must be notified by the end of the month following the month in which installation of a measure was completed.
ECO4 commenced on 27 July 2022 and will run to 31 March 2026. Measures delivered between 01 April 2022 to 26 July 2022 will contribute to ECO4 delivery and will be known as ECO3 Interim measures as they are delivered in accordance with ECO3 regulations. Suppliers had to notify us of any ECO3 Interim measures installed between 01 April 2022 and 26 July 2022 by the end of September 2022. Any ECO4 measures completed between 27 July 2022 and 31 July 2022 also had to be notified by the end of September 2022. Any measures completed on or after 01 August 2022 must be notified by the end of the month following the month in which installation of a measure was completed.
We update the information in these charts on a monthly basis.
On ECO3, we’ve included a breakdown of approved measures towards:
- Home Heating Cost Reduction Obligation (HHCRO)
- Rural Sub-Obligation
- Solid Wall Minimum Requirement (SWMR)
On ECO4, we’ve included a breakdown of notified measures by category.
Notes:
- ECO4 register functionality is undergoing development. We aim to provide a view on projects and supplier compliance progress against their ECO4 obligations in the coming months.

Notified ECO4 measures by category
The table above shows the measures submitted to Ofgem as of 01 March 2023.
A total of 14,689 ECO4 projects have been submitted, increasing by 3,019 projects from the previous month.
*a small number of measures have been submitted with an invalid measure name. We have engaged with the relevant suppliers to resolve these and will update in due course.
