CMP445 Pro-rating first year TNUoS for Generators: urgency decision

Connection and Use of System Code (CUSC) modification proposal CMP445 was raised on 14 November 2024 by Ocean Winds. The proposed modification seeks to pro-rate Transmission Network Use of System (TNUoS) generation charges paid by a generator for the financial year in which it connects or reconnects to the transmission network from the charging date to the end of the relevant financial year.
On 29 November 2024, the proposer requested that the proposal be treated as urgent based on Ofgem's urgency criteria. We have not granted this request. We have set out our reasoning in the attached decision document.
