Rachel Fletcher joined Ofgem’s GB Markets directorate in 2005 where she headed up work on retail market monitoring, self regulation, metering and distributed energy. She was appointed Director, Distribution in January 2008 and is currently Acting Senior Partner, Distribution.
She is responsible for the economic regulation of the electricity and gas distribution networks. She led the fifth electricity distribution price control (DPCR5), and was instrumental in the design of the Low Carbon Networks Fund (LCNF). She is currently directing a range of projects including the introduction of the new RIIO (Revenues=Incentives+ Innovation+Outputs) model for gas distribution, establishing common electricity distribution charging methodologies, and Ofgem’s work on smart grids.
Prior to joining Ofgem, Rachel spent 12 years working as a consultant advising on energy strategy and policy in Europe, Africa and Latin America. She has worked on a number of major restructuring projects and has been involved in designing and reviewing price controls, setting charging methodologies and creating network access arrangements.
