This document sets out our final proposals in relation to reforming the regulatory framework to increase electricity theft detection, investigation and prevention.
It also represents a statutory consultation on modifications to the electricity supplier licence condition and a consultation on the draft Theft Risk Assessment Service (TRAS) direction.
We also set out next steps to reform the regulatory framework to strengthen the arrangements for tackling theft and on the proposed role of Distribution Network Operators (DNOs) in tackling theft in circumstances where it is not responsibility of suppliers.
