The Stakeholder Engagement Incentive is intended to encourage network companies to engage effectively with a wide range of stakeholders to inform how they plan and run their businesses. This page holds information in relation to the 2013-14 Stakeholder Engagement Incentive.

Panel Members

Philip Cullum, Partner, Consumer and Demand Insight, Ofgem and Panel Chair

Philip joined Ofgem in September 2011. He leads the Ofgem consumer team which provides policy analysis, research and new thinking on consumer and demand-side issues. As part of this he is responsible for Ofgem’s Consumer First programme. He has advised government on regulation in a range of sectors from financial services to airports.

Philip was previously Deputy Chief Executive of the statutory watchdog Consumer Focus, leading amongst other things its UK policy work, and has had senior roles in two other consumer organisations, the National Consumer Council and Which?. He has also been an Associate Partner at Accenture, responsible for creating new thinking on business trends and corporate strategy, and Executive Director at Opinion Leader Research.

Colin Browne

Colin Browne is Chairman of the Voice of the Listener and Viewer, the leading consumer organisation campaigning for quality and diversity in public broadcasting. Previously, he was Director, Corporate Affairs at the BBC, Director Corporate Relations at BT plc and a partner in the Maitland Consultancy, one of London's leading corporate and financial public relations agencies. He now has his own consultancy, providing strategic communications advice. He a is non-executive director of the Centre for Effective Dispute Resolution and a trustee of the Edinburgh Unesco City of Literature Trust. He was previously a member of Ofcom's Communications Consumer Panel.

Alexander Ehman

Alexander Ehman is Deputy Director of Policy and Public Affairs at the Institute of Directors. Alexander Ehmann leads the Institute of Director's engagement with Parliamentarians, Government, Civil Servants and other key stakeholders. He is responsible for the IoD's lobbying strategy, political engagement and legislative interventions. Alexander also leads on the Institute's Regulation and Employment Policy, as well as IoD policy towards Small and Medium Enterprises (SMEs).

Alexander joined the IoD in November 2006, having worked in Public Affairs and External Relations for a leading telecoms regulator. Previously, Alexander served in a number of communications roles, including extensive Public Relations work for the British Army as well as a period as a Campaign Manager for the Liberal Democrats. In 2012, Alexander was appointed as a member of the Non-Departmental Public Body, the Regulatory Policy Committee, which is the UK’s independent scrutiny body for proposed regulatory measures put forward by Government. He is full Member and Accredited Practitioner of the Chartered Institute of Public Relations (CIPR).

Andrew Whyte

Andrew Whyte is a partner at the Change Agency and director of Kingsnorth Communications, a specialist consultancy focusing on strategy, leadership and change. Having started his career in campaigning in civic society organisations, Andrew has worked in senior roles in some of the world’s most well-known organisations, including News International, Shell and the BBC. Andrew has been director of communications for three organisations - Arts Council England and two UK government departments, Defra and the Foreign and Commonwealth Office. Andrew is also a member of the Chartered Institute of Public Relations and currently serves on the board of housing charity Thames Reach.

Marieke Dwarshuis

Marieke’s career in Scotland spans over 20 years in the public and voluntary sectors in a wide range of management and policy roles including Director of Consumer Focus Scotland and positions at the Scottish Government, Office of the Scottish Charity Regulator, Citizens Advice Scotland and Shelter Scotland. Ms Dwarshuis is currently a member of the Board of the Scottish Fire and Rescue Service and of Hillcrest Housing Association Ltd., and she chairs the Scottish Tribunals and Administrative Justice Advisory Committee.

Laura van der Hoeven

Laura van der Hoeven leads the Campaigns and Public Affairs functions at Citizens Advice and has worked in the campaigning and influencing functions of several national charities including the National Childbirth Trust and Christian Aid as well as in Parliament supporting the work of the Treasury Committee. She is a trustee of the Prison Advice Care Trust and has been a volunteer and supporter of several Catholic charities committed to social justice and tackling poverty.

Allen Creedy

Chartered Town Planner with pan European urban regeneration and sustainability experience; Qualified ISO9000 &14000 Auditor and Ecologist. Head of Sustainable Development and Planning at Newcastle City Council before being seconded to work for the European Commission and then the OECD as an urban and energy policy expert.

Allen left the public sector in 2003 and founded Ethical Partnership as a pan European planning and sustainable development consultancy. The partnership now has a diversity of blue chip energy, construction, and development clients that secures the permissions and permits for large scale, complex and multi-faceted commissions, including power stations and infrastructure. In addition to this, Allen is also Chairman of the Federation of Small Businesses’ Environment, Water and Energy Committee.
