The ‘Secure and Promote’ special licence condition came into effect in March 2014. At that time, we committed to carrying out a review of the policy after three to five years.

We have been carrying out this work throughout 2017. We held a stakeholder workshop in May 2017 during which we received views on market participants' experiences to date and on the scope of the review.

In summer 2017 we consulted interested parties on the impact of the Secure and Promote special licence condition on wholesale electricity liquidity and on the possible need for change. This consultation outlines our response to that consultation and some proposed amendments to the licence condition. 

The amendments aim to reduce the costs of the licence condition on licensees in the short-term, whilst maintaining the core policy and benefits.

We are seeking stakeholder views on these proposed amendments by 7 February 2018
