Decision

Alongside our RIIO-2 formal Licence Drafting Consultation, we are also consulting on proposed drafts of a number of Associated Documents. These are documents created under the licence conditions to supplement those conditions. One new licence condition included in the RIIO-2 licences is the ‘Carry-over Network Innovation Allowance’ (the CNIA), which allows electricity transmission, gas transmission, and gas distribution licence holders to carry any unspent 2020-2021 RIIO-1 NIA allowance over into the first year of RIIO-2 in 2021/2022, to spend on projects that had already been started by 31 March 2021. As this requires additional reporting guidelines we are consulting on amendments to the existing RIIO-1 NIA Guidance documents for electricity and gas to reflect this time extension.

We would like your views on our revision of the RIIO-1 NIA Guidance Documents. The proposed drafts set out the additional regulation, governance and administration of the CNIA, and will take effect from 1 April 2021.

These documents are working drafts and the content is in line with our Final Determinations. We will ensure that all comments received will be appropriately reflected within the final version.

We welcome responses on any aspect of our proposed drafts of the RIIO-1 NIA Guidance Documents, and whether anything else should be included in the documents. The deadline for responses is 16 March 2021.
