Consultation response originally published on 31 January 2017.

On 12 October 2016 we published a consultation on how we proposed to implement the legislative changes to the ECO2 scheme proposed in the Department for Business, Energy & Industrial Strategy’s (BEIS) Energy Company Obligation (ECO): Help to Heat consultation. 

Our consultation closed on 23 November 2016 and we received 29 responses.

The documents below are our consultation response and updated draft guidance. In the response document we summarise stakeholder responses, present the points raised and respond to that feedback. We then outline the outcome of the consultation and, where relevant, how we have changed our approach. The draft guidance has been updated to reflect decisions made in response to the part 1 consultation, and government policy decisions announced in the response to the ECO Help to Heat consultation. 

In light of the publication of the government response to the Energy Company Obligation (ECO): Help to Heat consultation we have also incorporated any changes to the government proposals where this does not require any discretion on our part.

The proposed changes will take effect from 1 April 2017 subject to amendments to the ECO2 Order being made. 

Draft guidance update - 10 February

The document below is our ECO2t consultation part one draft guidance. In this document we provide draft guidance following our part one consultation response. Deemed scores guidance is also included following the published response to our deemed scores consultation.

These changes to guidance will take effect from 1 April 2017, subject to amendments to the ECO2 Order being made.

Next steps

We are now consulting on part two of our administrative changes for the ECO2t extension scheme, including appropriate draft guidance. The part two consultation was issued to address new policy contained in BEIS’ consultation response.

Below is our intended schedule for further engaging stakeholders and publishing guidance for the ECO2 transition.
