Gas Transmission Charging Review (GTCR): Part II - our assessment of potential impacts

On 12 December 2014 we published our policy position on Great Britain’s (GB) gas transmission entry charging regime, proposing two key changes:

1. introducing 'fully-floating' capacity charges for long-term capacity products; and

2. changing the charging arrangements for short-term capacity products.

Our December document set out our policy proposals in full, together with the reasons why we think they would improve the current charging regime. Publishing our policy position marked the beginning of our consultation on these changes. The consultation will close on 27 March 2015.

We are following this up with the publication of Part II - our assessment of potential impact. Part II sets out in more detail the background to our review and poses specific consultation questions. It also includes our initial assessment of the potential impact of our proposals on transportation charges and security of supply, and potential distributional effects. This assessment is provided to assist our stakeholders consider the impacts and formulate their response to the consultation closing on 27 March 2015.

We held an open forum on 25 February 2015 for any questions stakeholders had regarding the initial assessment of impacts set out in the consultation document. You can view the presentation from this event.

We will wait until we have responses to the full consultation and assessment of impacts before weighing up our final policy position.
